Solution : 
The network setting includes the network setting of KVM and the PC that access by the browser.  If the network of two sides couldn't communicate with each other, you couldn't login by browser.
If the two sides are in the same network, you could use the tool, "IP installer" to find the KVM and set the KVM IP address like the figure.
You could download the tool from the below link.
Besides, sometimes it's because the limitation setting of IT infrastructure.  Network administrator wouldn't allow and assign the IP address to unknown device.  You could also confirm the setting and get assistant from the responsible IT engineer.
If the step doesn't solve the issue, please try other steps.
