After upgrading iPad to iOS 16, it's necessary to log in Apple ID on iPad then OnAir PGM/Preview is able to display.

If it's still unable to display, reboot iPad.

Update: OnAir APP V2.1.206 fixes this issue and it's able to be downloaded from APP store.
