I tried to use the Telnet command "sw o01 off delay 6 or 06" to control PE6208A for 6 seconds of delay but received an error message.

To set or specify the delay time for PDUs, you will have to do it over the webpage. The Telnet commands can only run the delay on/off but cannot carry a delay time. The Telnet command can only enable or disable the delay feature.
